Port City Colombo is Sri Lanka’s most ambitious urban development project โ a 665-acre reclaimed land area adjacent to Colombo’s existing port, developed by China Harbor Engineering Company. It is designed to become a world-class international financial and commercial hub within the Indian Ocean region.
The project operates under the Colombo Port City Economic Commission Act, No. 11 of 2021, with the CPCEC as single-window regulator. In January 2026, the government approved US$1.2 billion in investment projects within Port City.

Hambantota International Port

Regulatory & Environmental Clearance

Negotiate & Execute Agreement
For Strategic Development Projects, Cabinet of Ministers approval is required. BOI projects require an investment agreement executed with the BOI.
Construction & Operation
